Weather does not come up when you start it up.you have to reboot the box

No issue here. If it bothers you, just disable the weather. Do you really need it anyways?

Nothing else load's movies,ect you have to reboot

If your movies don't play, try a clean install:
Clear Kodi data, uninstall Kodi, install Kodi Omega, install build -in that order.

Try Multi Weather 2 from Diggz repo if Gismeteo -default- doesn't work:
Install from Diggz repo > Weather.
Set location in Settings > Services > Weather.
