Why are you installing it from USB? Just go to
https://kodi.tv/download/android/ and download it there.

Hi, I had this issue as well. Slammed my head against a wall for about a day till I found solution. My situation involved installing on a Firestick 4K. Once you have installed Kodi, you need to go to Firestick - Settings - Applications - Manage Installed Apps - Kodi - Permissions. Make sure you have access to ALL FILES. You should be ok installing Xenon from USB after that.
